  1. Priest-in-Charge Report. 

New Year`s greetings to you all,   As we started 2023, my departure from the parish was announced. The announcement was made on Sunday, and I thought we should meet to talk about hand over and other important things, going forward. Thank you for attendance on short notice.  My 3 year contract has come to an end in this parish. I was offered the position of part time school chaplain at Cobram Anglican Grammar School, in addition to being priest in charge of the parish of Cobram. I look forward to minister to the young people, hopefully to get them to think different about God and the Church.   The parish of Numurkah and Nathalia will always have a special place in my heart and that of my family, as it was our home for these past 3 years. Thank you for your kindness and care to us as the rectory family. Thank you for you support in mt ministry and most of all, thank you for your contribution and faithfulness to the life of the Body of Christ.  As my new contract starts on 30 January, we will most probably move during the week leading up to 30 January. We will leave the garden with all the plants as a gift to parish. We will have a lot of items for a next parish garage sale. We will also need some help to get some garbage to the tip. The house in Cobram we live in, is smaller than in the rectory, where we live now.  I am working on a hand over file and is prepared to meet with clergy whom the Bishop will send in to assist in the parish, even when the more full time appointment is made. The only hanging issues for us at parish council on our agenda are; the Wakiti Creek situation with an offer to purchase the Church and the maintenance and repairs of the Holy Trinity Church. I hope that a leader for the Youth group may be found, which is an important aspect of our Church.                                  I look forward to personally thank the parish with my last service on Sunday 29 January at 9am. I will stay after the service for a cuppa. I also have a week`s leave to still take, from Wednesday 12 to Thursday 18 January. Our morning prayer is therefore moved to Sunday 15 January, because I am not available on that day, however doing the service on the previous Sunday, when we supposed to have our morning prayer.   Again my deep thanks and appreciation to have work with you and for the opportunity to be part of this wonderful parish and both communities.   I end with an abstract from the Old Testament reading this past Sunday (Numbers 6:22-27) ”You shall say to them, the Lord bless you and keep you, the Lord make his face to shine upon you, and be gracious to you, the Lord lift up his countenance upon you, and be give you peace.”  Victor  MOTION: That the Priest-in-Charge Report be accepted. Moved. 10 Churchwarden’s Reports.

St. George’s:       Water in Hamon Centre as a result of the storm; guttering needs clearing.  Water leaking from air conditioner in church; service required. Yamaha organ from Birregurra has arrived; awaiting parts for the Rogers organ. Ongoing garden maintenance and spraying of weeds required. Thanks to John Stammers for watering of lawns and gardens. Morning prayer on 3rd Sunday this month (15th Jan) due to Fr Victor’s absence on that day.  

Holy Trinity:   We were sorry to learn of the recent death of Mrs Dot Gemmill. Dot was a member of Mothers’ Union for thirty years, and helped with catering, street stalls and the Strawberry Festival

  1. Fr Victor’s Report re future of St Paul’s Wakiti. 

REPORT TO PARISH COUNCIL WITH REGARDS TO THE FUTURE OF ST. PAUL`S WAKITI CREEK This feedback and report is the result of two conversations with the only two active members of St. Paul`s Wakiti Creek. Marj Smith and Margaret Patterson were kind, thoughtful and of great understanding to give their comments about the future of the congregation. Conversations were conducted during the week of 15 to 20 January 2023. This was also done because of a resolution from our last Parish council meeting held on Tuesday 03 January 2023.  The recent history of St. Paul`s seemed to be unchanged with one service a month for 2 persons, at times 7 persons at the most. With a few burglaries during 2022 and an offer from David Harrison to purchase the building, it had been over time, a matter of discussion in the Parish and amongst the people of St. Paul`s.           Bishop Clarence, on his visit to the Parish, was informed of such conversations amongst the members of the Parish of Numurkah/Nathalia. The land on which the Church building stands does not belong to the Parish, even though it was donated. With the future outlook of the Parish for ministry and the growth and maintenance of the Church, as well as costs added to that, it had become necessary at this point to have a clear direction for the way forward.  Both Marj and Margaret feel that given their age, they are not able to commit to the future and support of the ongoing ministry at St. Paul`s. They are convinced that there is nothing more they can do to keep going as a congregation, as it has shrunk significantly over these many years. They understand, hard as it is, that the building has to be deconsecrated by the Bishop, for no further use. And they are in favour that David could buy the building, given the fact that he will make it available to the Parish to meet there (at Wakiti Creek resort) for services.           Marj already attends services at Holy Trinity and Margaret was giving it a thought.  These two members of St. Paul`s are in favour for the Parish Council to proceed with the request to the Bishop of our diocese to close and deconsecrate the Church building at Wakiti Creek. They are also in favour for the sale of property to go through the office of the Registrar and Archdeacon of our diocese.  To God be the glory for the faithful service and worship at St. Paul`s Wakiti Creek over these many years. 12 Churchwarden’s Reports

St. George’s:       Fr Victor’s last service at St George’s went well. The morning tea to farewell him and his family was a pleasant social time. As a parting gift, Fr Victor was presented with a painting completed by parishioner Geoff Lugg. There will need to be an inspection of the rectory following Fr Victor’s departure. Hamon Parish Centre carpet: Invoice for lifting of damaged carpet and drying of wet walls and concrete floor (J Kelly) $7,334.81!!   Quote for carpet replacement (Cobram Carpet Court) $6,700   Insurance claim to be completed. Hamon Parish Centre guttering has been cleared by Mark Jeffrey. Leaking air conditioner in the church has been repaired – new pump installed by Doug Larkin. Photocopier; awaiting service call – confusion re invoice for previous service. Application for three street stalls for St George’s was approved by Moira Shire: 17 Mar, 16 Jun, 8 Sept. ‘Baking from the Heart’ are using the Hamon Centre again in 2023 for collating their boxes of goodies for cancer sufferers. Dates are 13/2, 27/3, 8/5, 19/6, 31/7, 11/9, 23/10, 4/12. There is a need to reassess the maintenance of the church grounds, becoming an onerous job for very few. Rectory lawns will need to be maintained during the interregnum. MOTION: Moved That Parish investigates purchase of ride on mower. Moved: W. Watson.  Seconded H. Stammers. Carried.

St Paul’s Wakiti. After a discussion with the Archdeacon, Rev. Neil Hicks, the Parish Secretary, Lou Hamon report to Parish Council.

12 Churchwarden’s Reports.

St. George’s:       Insurance claim for damaged carpet in the Hamon Centre has been submitted via the Diocese. Carpet being installed on Thursday 9 March. New procedures for hall hire by unincorporated groups – diocese is covering extra costs for this during this year. Mothering Sunday Fourth Sunday of Lent 19th March. Simnel cake required to be made. Photocopier serviced.  

Holy Trinity:   I will make the Simnel Cake for Mothering Sunday March 19th so if a cake is needed here I will make one. Mothers’ Union Tuesday 28th March.  Palm Sunday falls on April 2nd.For many years now the three churches have met at the water tower for a short service before going to their own churches. As we are all getting older last year St Mary’s congregation and Holy Trinity met in the Uniting Church garden for the Ecumenical part of the service. As it was our Sunday to be at the Uniting Church Fr Victor took the whole service.       MOTION: That the Churchwarden’s Reports be accepted. Moved: J. Stammers. Seconded:  M. Muntz. Carried.

Safe Church Officers Report. Discussion was held with Revd David Still when he last visited Numurkah. He confirmed all police checks need to be renewed as the Diocese are following the three year cycle observed by the Diocese for Synod, Synod Reps etc. All Parish Councillors, Synod reps, office bearers, wardens, offertory counters, treasurers and Safe Church Officers must complete a new Police Check. Thankfully most in those categories have completed their check or it is underway and they will be scanned and sent to David. If anyone needs help, please contact Heather or Robyn.

St Paul’s Wakiti. Minutes of Parish Council that established St Paul’s was not financially viable forwarded to Archdeacon Neil Hicks and Registrar, requesting advice if any further action by Parish to be undertaken before the Archdeacon makes a recommendation to Bishop in Council. No response received.  Registrar recommends removal of brassware until de-consecration.  Marj Smith to be asked by Mary Muntz to remove brassware.  Enquiry re purchase of St Paul’s from Angela Duggan, Mathoura, via website. Wishing to relocate to Mathoura in a function centre being developed. Replied with information on website, followed by a phone call. 11. Churchwarden’s Reports.

St. George’s:  The replacement carpet was installed in the Hamon Centre on 9 March. We received a discount of $250 as the workers did not have to move the furniture out, and an extra strip of carpet was required on the west end as the carpet that was delivered was 20cm short. The insurance money to cover the cost of the new carpet and the drying out of the Hamon Centre was received. Wendy Gilchrist, for the Baking from the Heart group, has completed the forms needed for insurance cover. Inspection of Rectory took place (John Stammers, Lou Hamon & myself).  

  • Some electrical work to be undertaken. Electrician has been contacted. Heat lamps in the en suite have been replaced.  
  • Extra keys have been cut for the front screen door. Keys for office door & screen have been cut for Gunnar. Consider keying all locks the same. 
  • Some cracks in the plaster in the old section of the house. These have not changed for years. 

 The Rogers organ has been shifted back into the church; thanks to John Stammers & John Decker (and Rob Elliott). Phil Buckland put the new circuit board in on 30 March. Still some work needed sometime in the future to fix a few remaining problems. Specialist globes have been purchased for the sanctuary lamps in St George’s. A rider mower for St George’s has been ordered from Tweaked Performance in Numurkah. Rev Helen and I have been organising the services and preparing the congregational booklets for Palm Sunday, Maundy Thursday & Easter Day. Moved Olga Parry and seconded Elaine German that locks on all outside doors be changed to the same key access instead of 6 different keys and that a copy be held by the wardens and a copy in the vestry.

Mothers Union. We had our first Mothers’ Union meeting on Tuesday. Jenny Brown is our new Treasurer, replacing Norma Shepherd, who was our conscientious treasurer for the last five years.  

Safe Church Officers Report. As Police Checks and the Safe Ministry Questionnaire are to be renewed, Police Checks are being completed and a copy handed to Safe Church Officers, SMQ to be handed to Parish Councillors, Wardens and those holding office and and when completed those forms and the  WWCC numbers to be scanned and sent to Rev’d David Still, Diocesan Safe Church Officer.     

Inter Church Council. Dawn Service 6.30am Easter morning in Hamon Gardens Rotunda.  If inclement weather, to be held in the Hamon Parish Center.              

 Fund Raising.  Parish to provide Supper for Movies at Numurkah 20th May, “Mrs Harris goes to Paris” for a cost of $10 per person (tickets to be sold).  Members will be paid for by committee.  New members will be charged a deposit of $10 for a membership ticket (or full price if they wish) and $10 for supper.

10. Churchwarden’s Reports.

St. George’s:   Holy Week and Easter services went well, thanks to Rev Helen’s work. The Bishop’s visit to the parish on Sunday 30th April was an enjoyable occasion. Thanks to those who provided soup, bread rolls and slices/cakes for the meal afterwards. Phil Buckland has been contacted about the organ. He is checking the manual to ascertain what the likely problem may be and also checking the guarantee on the new part installed in March with the Rogers’ representative. Some direction is needed as to whether we spend any more money on the Rogers organ. A keysmith needs to be contacted about keying all external doors of the rectory the same. This will be done in consultation with Rev Gunnar. Some plumbing and electrical issues in the rectory have been fixed. However a grill tray needs to be bought for the oven.  Rev Helen’s final service on 16th April was followed by morning tea and a small presentation. Thanks to Heather Stammers for organising the present. Helen expressed her thanks to the parishioners for their friendship during her time with us. Thanks to Pat Simpson and Win Knight for making and laying the Anzac wreath at the town remembrance service.

  Fund Raising. St George’s street stall – 16th June.  

Synod.   John and I attended the 1st session of the 41st Synod of the Diocese of Wangaratta on the 2nd and 3rd of June held in a conference room in the Performing Arts Centre opposite the Cathedral.   Being involved in a Diocesan event as such, reinforces that we are part of the wider church in our Diocese and not insular.  There are many programmes and committees that are striving to bring the Anglican Church to a position of reaching out to the community and bringing others  to faith by providing a safe and enriching environment. The business of the Diocese was discussed, voted on and/or actioned. There were 4 Constitution Amendments to the 2022 Canon on Safe Ministry and Episcopal Standards (Child Protection) and Professional Standards that were adopted from General Synod.  We also reviewed the financial statements.  Due to the ceasing of Job Keeper payments and the revaluation of shares the Diocese made a loss of $1,325,758 after making a profit of $1,760,412 in 2021. Reports were received from organisations in the Diocese and the Anglican Schools.  The Anglican Schools are thriving and the new All Saints College at Shepparton has commenced.  Also we heard a report from Dr Jane Freemantle regarding MAPS.   The Bishops Charge (copies in the Narthex) was read and received well.  Rev Canon Assoc. Prof. (Hon) Uncle Glenn Loughey Waradjuri spoke about the Voice to Parliament (brochures in the Narthex).  Kooyoora spoke reported on Professional Standards.  Of the 31 historical matters at the time of the transition of the Diocese to their firm (which is also serves Churches and corporations in other Diocese’ in Australia and New Zealand) 22 have been resolved and closed with over $107,000 being paid out in the last 12 months.  We are pleased to announce that Dr Jane Freemantle is a Volunteer Recruitment appointed to the Professional Standards Commission. Two late motions were included at the end of business on the 2nd day, the first being a warm congratulations to the Diocese of the Murray for allowing the ordination of women to the priesthood.  The second was to welcome the referendum about whether to change the Constitution to recognise the First Peoples of Australia by establishing an Aboriginal and Torres Strait Islander Voice. We received a report from the Lambeth Conference and consequently broke into groups to discuss the calls as below. The theme of the Lambeth Conference was “‘Walking, Listening and Witnessing Together.’ During the conference, ten Lambeth Calls were discussed by the bishops on themes in church. Lambeth Calls themes are:  • Discipleship  • The Environment and Sustainable Development  • Anglican Identity  • Safe Church  • Science and Faith  • Human Dignity  • Christian Unity  • Mission and Evangelism  • Inter Faith  • Reconciliation” John and I would like to see Parish Council consider these areas of ministry and where possible focus on or work towards a ministry in fulfilment of the call to discipleship of all Christians. Heather   MOTION: That reports be accepted. Moved:  K. 10. Churchwarden’s Reports.

St. George’s:   A new Dell laptop has been purchased and set up in the office. Microsoft Office 365 and TrendMicro protection have been installed.   A wi-fi extender was purchased in the hope that it would boost the range of the rectory wi-fi from the vestry to the office. It was successful, so we now have permanent internet access in the office.   We are still awaiting the delivery and installation of the Kyocera colour photocopier. Expected delivery Thursday 10th at 1pm.   Unfortunately, the Rogers organ has come to the end of its life. It is unable to be repaired. It will need to be replaced by the Yamaha organ which is currently in the Hamon Centre.             Quote received and accepted to remove and replace Rogers organ with Yamaha organ and pay tip fees.   The first ‘paying’ hire of the Hamon Centre for some time has highlighted the need to consider our hire charges.                                                

Holy Trinity:                                        Mowing of lawns to be organised. Inventory of church and hall to be made.

  1. Diocesan meeting 15 July. Julie Torpey spoke at length about insurances. The Diocese (Head Office) is looking at changing the way parishes are billed for insurance.

We  need to decide whether to keep St Paul’s Wakiti Creek insured into next year, possibly at a reduced valuation. All our buildings will need to have a valuation done in the near future to ensure that they are adequately covered. LoveMyChurch group can help with this.   After discussion decided to continue insurance cover on St Paul’s at a reduced amount of $50,000.  

  • Our Electricity and Gas contracts are coming/have come to an end. The rectory contracts finish on 31 August. The other properties (business contracts) finished 31 July. Currently all contracts are with Lumo. Of the better-known retailers Tango and Lumo have the cheapest offers for the business contracts. Lumo is about $150 higher in total for the 3 properties, which is approximately $800 more than the last 12 months.

After discussion decided to sign up to the Lumo Plus plan for the business electricity accounts for the two churches and halls.

                       St. George’s:

The Rodger’s organ has been disposed of via The Little Green Truck. Phil Buckland will service the Yamaha next Tues 12th Sept charging travel only.

The supply address on the account for the Rectory gas has been incorrect. An application for this to be corrected has been made. The last gas bill was an estimate so there could be a shortfall in payments to be made up.

The ducted gas system in the rectory needs maintenance. GV Gas is attending to this.

1. The new Kyocera colour photocopier has been installed in the office. It has direct connection to the internet and is accessible from the rectory. We are still learning its capabilities.

2. The new laptop is in the process of being set up – email, Dropbox, MyEnergy usage and Lumo accounts links have been added to the internet access.

3. All electricity and gas agreements have been updated. The business agreements and the rectory gas are on Lumo Plus plan and the rectory electricity is on Lumo Basic which is cheaper than their other plans and has off peak times.

4. Desktop property valuations for insurance purposes have been completed for St George’s church and the Hamon centre. The rectory and the Nathalia buildings yet to be done. The registrar, Julie is using this parish as the test case for the diocese so is interested in our progress.

5. A tentative suggestion for the new signboard at St George’s has been drawn up.

6. Key for new lock on St Paul’s Wakiti to be forwarded to David Harrison.

7. Website updated, uncluttering menu and new logos and images on home page.

Report of Locum Tenens Priest

For month of September

 The month began with a 4-day Retreat at Pallotti College, a Retreat centre run by the Catholic Church at Milgrove near Healsville. The event was run in conjunction with the Riverina Diocese which made the numbers swell to 44.

The Retreat conductor was Assistant Bp Denise Ferguson from the Diocese of Adelaide.

After a long drive of some 3.5 hours from Numurkah it was good to arrive safely.

The accommodation and food were first class and enjoyed by all, especially the post dinner liquid refreshments!!

There were 6 sessions of ‘teaching/reflection’ with themes of Sustainable Love, Rule of St Benedict, Rest, Soul, Role, Context.

We were all encouraged to reflect on those aspects of our lives in the ministry to which we had been called. (Retirement was NOT an option as pointed out by Bp Denise!)

It was a time of deep meditation and soul searching interspersed with morning, evening prayer, compline and daily eucharists. Much great singing was to be heard far and wide.

The days were lived in silence from Tuesday morning to dinner on Thursday evening.

On Thursday 28th September I conducted a funeral for Ruth Lewis in Holy Trinity Church Nathalia. About 25 people attended.

The study The Lord’s Prayer commenced on 17th September with 13 people attending over a ‘cuppa’ in the Hall after Sunday Service. Three sessions of this study have now been completed and they appear to have been well received.

I attended a Deanery Meeting with Heather and John at Cobram on 16th Sept. 

A church service – prayer, praise and proclamation – was held in Nathalia Hospital Aged Care wing on 13th Sept. Some seven residents attended. This service is offered by the Anglican Church every other month in conjunction with the Uniting Church.

Weekly Sunday Eucharists continue per the roster with attendances quite steady. A visitor (Jeremy) to St George’s has attended regularly these past few weeks and I will be talking with him next week to ascertain his needs etc…

The end of the Church’s year is fast approaching with Christmas on the horizon. A number of extra services are planned which include Taizé, Blue Christmas, Baptisms and more. Dates will follow shortly.

The maintenance of the gas heating system in the Rectory has now been completed in readiness for next winter.

                                 Deanery Meting.

Parishes in the Northwest Deanery met on the 16th September, 2023 in Cobram.

During a Eucharist, Revd Jerome Francis (from Shepparton Parish) was licenced by Bishop Clarence as the New Area Dean.

We reflected on the Lambeth Calls and the Diocese of Wangaratta’s response to those calls, the calls being:

  1. Mission & Evangelism
  2. Safe Church
  3. Anglican Identity
  4. Reconciliation
  5. Human Dignity
  6. Environment & Sustainable Development
  7. Christian Unity
  8. Interfaith relationships
  9. Discipleship
  10. Science & Faith.

Delegates at Synod were divided into their four Diocesan Deaneries.  We were asked to identify three calls that the Diocese could focus on between Synod 2023 and 2024, determining and prioritising what was important for this Diocese.  The Lambeth calls were considered to be consistent with the intent of the Diocesan five key priorities that had been identified through the MAP process.

These priorities are:-

  • Invigorating and initiating training for Clergy and Laity
  • Prayer and Spirituality
  • Communication: Diocese/Parish/other organisations
  • Engaging with people of all ages to encourage greater participation
  • Social justice and environment

Our Deanery, the Northwest Deanery held Mission & Evangelism, Reconciliation and Discipleship as their highest priorities. We identified the following;-

  1. Mission & Evangelism – Building belonging groups; creating kids and families activities; exploring the needs of the local community in order to look for ways to ‘meet’ them.
  2. Reconciliation – Healing the wounds of Church damage in all the various ways that it has been done; being involved in hard or difficult local issues as people who are active in the church to bring distinctive Christian presence through participating in them.
  3. Discipleship – looking at building mentoring and caring relationships between more mature people and those who were younger in their development; building pastoral care networks.

The overall average results of all Deaneries as actionable strategies are:-

Rev’d Victor led an open floor discussion, inviting parish representatives to share actionable strategies for advancing the Lambeth Calls within our Diocese, parish and community.

Discussion around the Way Forward exploring different practical ways of fulfilling the actionable strategies of the Church in our communities and practical ideas for working with the community were also discussed.

Now to consider what will be our response as a Parish Council and a Parish.

We were also advised that as Environment is a high priority of the Anglican Church, Bishop Clarence aims to plant a tree in each Parish when next visiting and Parish representative/s would reciprocate by planting orange trees in the Bishops Lodge garden, the produce of which is to be donated/given to the community.

For month of October

A fairly quiet month with usual Sunday services in both centres. Uniting church in Nathalia joined with Holy Trinity for their alternate monthly 3rd Sunday service. A joy to see over 20 people worshipping in the church.

I chaired a meeting in Nathalia on 12th October to close the branch of MU at Holy Trinity. A sad occasion but the decision was not taken lightly by the 4 remaining members of the branch. The low number of elderly members and their inability to carry out the work and aims of MU was the reason for the organisation’s demise.

The 6-week study “The Lord’s Prayer” came to an end on 22/10. I believe it was very well received judging by the many positive comments by the 12-15 participants who attended regularly after the 10.30 service at St George’s. The next study on offer is “The Commandments” to began in early 2024.

My ability to travel to Nathalia and elsewhere was severely curtailed due to a mechanical fault in my vehicle. 12 days later the repair was completed in time for travelling to The Lodge in Wangaratta for the open-air Eucharist and Blessing of 20 or so Seville Orange trees as a commitment to one of the Lambeth Calls which the Diocese has adopted. It was a wonderful occasion sitting in the grounds of Bishop’s Court in brilliant sunshine with some 170 fellow parishioner’s form across the Diocese.

Following the tree blessing, on Sunday 29th October after the 10.30am Eucharist, members of St George’s congregation gathered to plant one of the orange trees in the church garden. Some two weeks later it is amazing to see that the tree has taken root and is virtually jumping out of the ground!!!!  

At this moment the services in December as we approach Christmas are as follows:
